OpenAI has published a landmark document outlining its vision for the societal transition to artificial superintelligence (ASI). The blueprint, which the company states marks the beginning of this transition, calls for governments to overhaul the social contract to preempt massive economic disruption. Its core economic proposals include establishing a national "Public Wealth Fund" seeded by AI companies to distribute returns directly to citizens, incentivizing a 32-hour, four-day workweek with no loss of pay, and exploring taxes on automated labor to fund social safety nets. The second major pillar of the report focuses on mitigating catastrophic risks from rogue ASI systems. It moves beyond standard safety testing to propose concrete defensive measures. These include developing coordinated "model-containment playbooks" for scenarios where dangerous systems cannot be recalled, hardening labs against "insider capture" through mission-aligned governance, and creating a public authority for mandatory "near-miss" incident reporting. Notably, OpenAI suggests that the most powerful frontier models posing chemical, biological, or cyber risks may require severe audits and restricted open-source distribution, a stance likely to fuel ongoing debate in the AI community.
