Hong Kong's foreign doctor plan won't threaten local hires

In an exclusive interview with the South China Morning Post, Hong Kong's Secretary for Health Lo Chung-mau defended a proposal to relax licensing rules for foreign-trained doctors, stating it will not threaten the careers of local practitioners. The current restriction, he argued, hinders talent recruitment, especially for specialists like consultants and professors who are already settled abroad. Instead, the revised regime aims to attract younger doctors who have not yet obtained specialist qualifications overseas, as Hospital Authority and university recruitment data indicate a pool of high-quality candidates. By recruiting them early, Lo says they can integrate into Hong Kong's system sooner and contribute faster to addressing the city's doctor shortage.

The bill to revamp the medical registration regime is expected to be sent to the legislature in two weeks, ahead of the 29th anniversary of Hong Kong's return to Chinese rule. Lo emphasized that relaxing the permanent residency requirement for all doctors will prioritize local hires in hospitals and ensure no adverse impact on local career prospects. This move is part of broader healthcare reforms aimed at easing chronic staffing shortages in the city's public health system.
