Frank Heile's new paper, "The Modeler-Schema Theory of Consciousness: Diffuse Awareness, Focal Experience, and a Saccadic Consistency Experiment," published on arXiv (2512.01073), proposes a mechanistic account of consciousness rooted in cybernetics. Heile argues that the brain runs a “Modeler” agent that continuously constructs and updates an internal World Model. Overseeing this process is a higher-order control loop—the Modeler-schema—which he identifies as the minimal phenomenal subject. The theory splits conscious experience into two streams: focal experience (selected by attention) and diffuse awareness (the full sensory field present at all times).
The most striking contribution is an empirically testable prediction. During saccades (rapid eye movements), the Modeler-schema is hypothesized to compare pre- and post-saccadic visual qualia across the entire sensory field, not just at the focal point. When discrepancies are detected, it issues bottom-up attention requests. This provides a direct experiment to test the theory’s scope. Heile also claims a physical identity solution to the Hard Problem: subject, process, and content are unified within the Modeler-schema itself, avoiding dualism. If confirmed, this could reshape both neuroscience and AI consciousness research.
