The report details a multi-pronged AI strategy: the group is using generative AI tools to create "resurrection" videos of deceased leaders, including former ISIS chief Abu Bakr al-Baghdadi, presenting them as if they are still alive and issuing new directives. Furthermore, IS operatives are creating AI-generated deepfakes related to high-profile conspiracy topics like the Jeffrey Epstein files to sow disinformation and attract broader, ideologically adjacent audiences.

The propaganda campaign extends beyond traditional video formats into digital gaming environments, representing a dangerous evolution in extremist content distribution. Investigators found that ISIS supporters are building precise, 1-for-1 recreations of the group's infamous execution videos inside popular, user-generated game platforms like Roblox and Minecraft. This tactic exploits these platforms' typically younger user bases and more lenient content moderation policies to normalize extreme violence.
