Malta partners with OpenAI to offer free ChatGPT Plus to all citizens

The government of Malta has partnered with OpenAI to offer every Maltese citizen and resident a free one-year subscription to ChatGPT Plus under the new 'AI for All' program. Normally priced at $20 per month, the premium tier unlocks features like priority access, faster responses, and advanced data analysis. To participate, individuals must first complete an AI literacy training module created by the University of Malta, focused on responsible usage, capabilities, and limitations of the technology. The Malta Digital Innovation Authority is overseeing the first phase of distribution this month, requiring an active European Union eID account to claim the subscription. Officials confirmed the program is inclusive of eligible Maltese citizens living abroad, with the infrastructure expected to scale further.

This initiative is the flagship deployment of OpenAI's 'OpenAI for Countries' framework, which tailors national-level AI integration to local priorities such as workforce training, startup support, and public services. George Osborne, Head of OpenAI for Countries, described AI as an emerging national utility similar to electricity. The financial terms of the partnership were not disclosed. The Malta rollout follows smaller-scale European partnerships, including ChatGPT Edu access for all Estonian secondary school teachers and students, and a Greek program to expand AI in public administration. Malta's model—combining mandatory education with direct tool access—is intended as a replicable blueprint for other nations seeking to accelerate safe AI adoption across their populations.
