Philippines Lowers the Bar to Convict Vice-President Sara Duterte

The Philippines is in the middle of a fierce political fight between President Ferdinand Marcos and his deputy, Vice-President Sara Duterte. On Wednesday, the Senate, which is acting as a special court for Duterte's impeachment trial, made a decision that shifts the odds against her. Four of the 24 senator-judges cannot take part in the proceedings, so the court ruled that only the senators who can actually vote should be counted when figuring out how many votes are needed to convict.

That sounds technical, but the effect is simple. Prosecutors used to need 16 votes out of 24 to find Duterte guilty. Now they only need 14. Two senators who were on the fence no longer have to be convinced. Some senators argued the old 16-vote rule should stay, which would have made convicting her harder. They lost that argument.

Why does this matter beyond Manila? An impeachment conviction can remove a vice-president from office, and Duterte is widely seen as a possible future presidential candidate. If she is convicted and barred from public office, the 2028 election picture changes completely. The Marcos-Duterte alliance that won in 2022 has collapsed, and this trial is the sharpest front in that breakup.

The catch: this is still just a procedural ruling, not a verdict. Prosecutors have to actually win 14 votes, and the trial is far from over. Duterte's allies can appeal, stall, or turn public opinion against the court. For now, the math got easier for her opponents — but the fight is only getting louder.
