Hong Kong Lawyers Can Now Practice in 9 Guangdong Cities

Hong Kong and Macau lawyers are getting a big new career opportunity. Starting September 1, they can legally practice in nine cities in Guangdong province, including Shenzhen and Guangzhou. To do this, they must pass the Greater Bay Area Legal Professional Examination and get mainland credentials. The change comes from amendments to China's Lawyers Law, passed by the National People's Congress Standing Committee.

This isn't brand new — a pilot program started in 2020. But now it's a permanent part of the law, which gives lawyers more stability and confidence to invest time in qualifying. They'll be able to handle specific civil and commercial legal matters, like business contracts or property disputes, in cities that make up China's booming Greater Bay Area.

For ordinary people and businesses, this is useful. If you're dealing with a company in Shenzhen or need legal help in Guangdong, you now have access to lawyers who understand Hong Kong's international legal system and mainland rules. That could make cross-border business smoother and less expensive than hiring two sets of lawyers.

Hong Kong's Secretary for Justice, Paul Lam, welcomed the move, saying it regularizes the successful pilot. The exact scope of practice and exam details will be set by mainland authorities. For lawyers, it's a chance to tap into a huge market just across the border — for everyone else, it's another sign that Hong Kong and mainland China are becoming more connected.
