Moodle study reveals only 3.5% of feature requests link forums to Jira

Researchers from [university] analyzed cross-channel trace links between Moodle’s community forum and its Jira issue tracker, combined with interviews of developers and forum participants. Their findings reveal a significant disconnect: only 3.5% of feature request issues in Jira contain a link back to a forum post, meaning the vast majority of user-driven ideas never get formally tracked. Moreover, authorship patterns differ sharply—developers write over half of the Jira issues, while forum requests are predominantly user-generated. Only 230 linked pairs share the same author, suggesting that developers often re-raise or rephrase community ideas without direct attribution.

The qualitative interviews paint a picture of an ad hoc, poorly supported workflow. Transitioning a forum post into a formal issue is done manually, without dedicated tooling or clear role ownership. Users reported feeling that the process is opaque—they don't know if their suggestion has been seen or considered—and weakly responsive, with many requests languishing without feedback. This research highlights a critical bottleneck in open-source evolution: the bridge between community ideation and developer execution is broken, leading to lost feature requests and frustrated contributors. For managers of large OSS projects, the study underscores the need for better cross-platform integration and transparency.
