The electric grid used to stay steady almost by accident. Big spinning turbines in coal and gas plants physically push electricity at a constant pressure, similar to how a heavy flywheel keeps a machine running smoothly. In test cases, the method consistently produced prices that were high enough for every participating plant to recover its costs, with no uplift payments needed.
